Acting President Haxhiu: The constitutive session of the Assembly of the Republic of Kosovo will be held on August 6th, commencing at 10:00 hours

The Acting President of the Republic of Kosovo, Albulena Haxhiu, at today’s press conference stated that on July 8th, one month after the early elections of June 7th, the Central Election Commission certified the final results of the elections. On this occasion, Acting President Haxhiu expressed her gratitude to the Central Election Commission, the CEC staff, and the institutions engaged in provision of smooth proceedings of a regular process, in order for the elections to be held in a democratic and peaceful manner, confirming once again the maturity of our democracy. “Following the certification of the results, the Constitution of the Republic of Kosovo clearly stipulates that the President shall convene the constitutive session of the Assembly within a period of 30 days. Likewise, the Judgment of the Constitutional Court has clearly clarified that only after the constitution of the Assembly do the constitutional deadlines related to the procedure for electing the President of the Republic of Kosovo begin to run, and as you know, they consist of 60 days,” said Acting President Haxhiu. Precisely because of this constitutional connection between the constitution of the Assembly and the procedure for the election of the President, Acting President Haxhiu said that she has carefully evaluated every step that has been taken during these weeks. “I have welcomed the meeting invitations by the Prime Minister and the leader of the VETËVENDOSJE! Movement, Albin Kurti, and have closely followed the efforts in reaching of an agreement. Given that there is still no political agreement on the issue of the President, I have decided to use the deadline allowed by the Constitution to create the necessary space for dialogue and consensus building for political parties”, said Acting President Haxhiu. She further announced that the constitutive session of the Assembly of the Republic of Kosovo will be held on August 6. “Therefore, today I announce to you that the constitutive session of the Assembly of the Republic of Kosovo will be held on August 6, at 10:00. Until then, it remains the political and institutional obligation of the parliamentary entities to continue the dialogue. No one should see the dialogue between them as a sign of weakness, but as evidence of democratic responsibility”, emphasized Acting President Haxhiu. She further said that in a parliamentary democracy, the responsibility for building institutions is not the exclusive domain of one person, but belongs to all, adding that the agreement requires willingness and seriousness from all parties. According to Acting President Haxhiu, the parties should express a willingness for dialogue and should respond to calls and offers with the highest responsibility. She further said that dialogue cannot be a one-way process and neither can responsibility be one-sided. “Therefore, I call for intensified communication in the coming days, for political maturity to be demonstrated because citizens expect solutions from all of us. They expect functional institutions and expect state responsibility to be placed above political differences. So, citizens expect solutions and not elections. Of course, I am aware of the internal challenges faced by political entities, but we must also be clear about the constitutional deadlines on the other hand that they do not expect. Citizens have voted for institutions to be created, made functional and for us to work for them”, said Acting President Haxhiu. She further said that the will of citizens must be manifested in new and legitimate institutions and that the Republic of Kosovo cannot remain hostage to resentment or blockades. “Avoiding a prolonged institutional blockade is therefore everyone’s responsibility. Likewise, avoiding early elections should be a common objective, because citizens have given their verdict and expect it to materialize in functional institutions and not in a new cycle of political uncertainty,” said Acting President Haxhiu.

On this occasion, Acting President Haxhiu thanked Ambassador Angılı for the good cooperation, constructive approach and his commitment to strengthening relations between Kosovo and Türkiye. “During his mandate, he has been an open interlocutor and a supporter of the further development of cooperation between our two countries,” said Acting President Haxhiu. Acting President Haxhiu: 16 years since the advisory opinion of the International Court of Justice in favor of the independence of the Republic of Kosovo

The Acting President of the Republic of Kosovo, Albulena Haxhiu, said that today marks 16 years since the publication of the advisory opinion of the International Court of Justice in The Hague, which confirmed that the Declaration of Independence of the Republic of Kosovo, proclaimed on February 17, 2008, is not in conflict with international law. “On July 22nd 2010, the Court rejected the claims that the declaration of independence had violated the norms of international law, assessing that the adoption of the Declaration of Independence did not violate general international law,” emphasized Acting President Haxhiu. She further added that this opinion came following Serbia’s request made to the United Nations General Assembly for an advisory assessment on the legality of Kosovo’s independence. According to Acting President Haxhiu, the Court’s decision constituted a moment of particular legal and diplomatic importance, strengthening the international position of the Republic of Kosovo and serving as an important basis for subsequent recognitions by many states. “Even after 16 years, the opinion of July 22, 2010 remains one of the cornerstones of the international legitimacy of Kosovo’s statehood and an important reference in affirming its subjectivity in the international arena,” said Acting President Haxhiu.

In every whistleblower who has the courage to speak out and who finds a state that protects him and not that takes revenge on him. I even remember that in the changes we have made to the criminal code, we have also addressed the criminal offense of retaliation against whistleblowers and it must be implemented by our justice institutions”, emphasized Acting President Haxhiu. According to her, the reforms that have been undertaken to strengthen the mandate of the Agency and to combat unjustified wealth are proof that the Republic of Kosovo will not accept that corruption is treated as normality. “I can’t wait for the Assembly of the Republic of Kosovo to be constituted and for the Ministry of Justice to proceed with the Draft Law on the Bureau for the Confiscation of Unjustified Assets, because I believe it is a very important law that will assess the declaration of assets and the assets of officials in the Republic of Kosovo”, stated Acting President Haxhiu. Because, according to Acting President Haxhiu, there can be no strong state with weak institutions, there can be no sustainable democracy without accountability, there can be no economic development where there is a lack of trust in justice and there can be no European integration without institutional integrity. “You know very well that our path towards the European Union passes through the rule of law.
