President Osmani at the Munich Security Conference: Kosovo women had a decisive role in the state-building process
The President of the Republic of Kosovo Vjosa Osmani is currently participating in the Munich Security Conference. As a panel member of the Panel for Women, Peace and Security of this conference, President Osmani discussed the importance of this agenda alongside the Vice President of the Republic of Colombia Francia Elena Márquez, the Federal Minister for Economic Cooperation and Development Svenja Schulze, and the leader of the opposition in Belarus Sviatlana Tsikhanouskaya. In this panel, President Osmani spoke about the extraordinary example of Kosovo women as bearers and active participants during the historic processes in Kosovo. She mentioned the unparalleled activism of Kosovo women along a strategic trajectory in the country, commencing from the time of peaceful resistance in the 90s, throughout the liberation war, and as well as through all state-building stages. President Osmani emphasized that the women of Kosovo are synonymous with the Agenda for Women, Peace and Security as they have been implemented it over the years. Speaking about the successful examples of the implementation of this agenda in Kosovo, President Osmani emphasized that the engagement has been comprehensive, including the extraordinary role of civil society, but also the high institutional responsibility. She emphasized that over 20,000 women were raped in Kosovo by Serbian forces during the last war. In this context, she also appreciated the great importance of the establishment of the Commission for the verification of the status of victims of sexual violence in Kosovo to help the recovery and proper treatment of the survivors after the end of the war. She emphasized that due to the history of Kosovo and the active role of women over the years in peace and freedom processes, Kosovo can easily be seen as the epicenter of strategic discussions on the Agenda for Women, Peace and Security. She also mentioned the importance of organizing the first international Forum for Women, Peace and Security in Kosovo, which is intended to become a traditional event with the aim of networking and exchanging successful examples of the implementation of this agenda around the world.

The President of the Republic of Kosovo Vjosa Osmani, in honor of the 15th anniversary of Kosovo’s independence, has decided to bestow the medals to personalities from the sphere of culture, sports and security who have contributed and sacrificed for the freedom of Kosovo. The awarding ceremony will be held on February 20th.

Let me first thank the Kosovo Philharmonic for this wonderful mini-concert at the beginning of this Session and also thank the President of the Republic of Albania Mr. Bajram Begaj for honoring us with his presence. Mr. President, Mr. Speaker of the Assembly Mr. Konjufca, Mr. Prime Minister Kurti, Honourable Deputy Prime Ministers, Government Cabinet Ministers, Honourable MPs, representatives of the citizens of the Republic of Kosovo, Honourable Ambassadors, Representatives of security institutions, Dearly beloved citizens of the Republic! I am honored that today, on the fifteenth birthday of our Republic, I can address you from the floor of the Assembly of the Republic, the institution that carries the weight of plural and democratic life in our country. Therefore, bearing in mind this sublime act of declaring the independent state of Kosovo, allow me to congratulate every citizen of our country for the contribution to the establishment of our common state; let’s remember the unparalleled sacrifice and unprecedented resistance of generations, which preceded the realization of the dream for freedom and democracy; let us remember the leader of our statehood, the historic president of Kosovo, dr. Ibrahim Rugova, who gained the respect of the entire democratic world; let us remember our sons and daughters who, lined up in the Kosovo Liberation Army sacrificed their lives in defense of the country, the historic commander of this army Adem Jashari, who led the resistance for freedom; to remember the representatives of the independent institutions of Kosovo which during these 15 years contributed to the building of democratic life in the country but also to the overall peace, let us also remember the contribution of our soldiers and police, including the soldiers of the KSF who, as we are celebrating today the 15th anniversary of our state, they are fighting to save lives under the ruins of buildings collapsed by the tragic earthquake that hit Turkey and Syria a few days ago. But, today we also remember and thank our friends, our allies, whom we have rightly called saviors and friends of freedom, who were with us at all times, when we were oppressed and fought for freedom, when we liberated and started the democratic life in the free land, in the free and dear country of ours. They are here also today, reliable and stable partners, with whom we are building our future together, as reliable and interactive partners. Honourable Members of Parliament, Dear citizens of our country! In these 15 years, Kosovo has developed and strengthened as a new state; it has demonstrated democratic culture in the organization of its political life and the functioning of institutions, it has built and developed its state capacities and created a solid basis for further functioning. Our institutions are getting stronger day by day. This is a great achievement of our citizens. Challenges, of course, have been present, but we have overcome them with wisdom, by remaining dedicated to a genuine state and stable partnership with our allies. These challenges have sometimes caused us to clash internally because our views have been different, as is implicit in democratic societies. But, anyway, they have made us even stronger. They have proven our ability to remain resilient against them and to further develop our democratic life. These challenges are present even today, when Kosovo, thanks to its early determination, is trying to further strengthen its international position towards the country’s integration into the Euro-Atlantic structures. Of course, Kosovo cannot be an isolated island against the challenges and threats that have challenged our entire continent and the democratic world. But, it cannot ignore the security threats to it, which come as a result of efforts to undermine our statehood. To this day, destructive forces try to undermine our statehood. They try to exert their influence, using the effort to break our historical unity over major issues. But we must not allow our society to become polarized in the face of such challenges. Facing Serbia, we must and will be as one. As always, we must reflect prudence, empathise and cooperate against these challenges. The further strengthening of the state of Kosovo is everyone’s mission: of the institutions, of the entire political spectrum, and every citizen, without distinction, just as our freedom and independence of Kosovo was a dream and mission of many generations before us. Therefore, despite the differences in views, ideas, and political platforms, the political spectrum of the country will remain united against all those who try to undermine our state or hinder its progress. As we have always been united whenever the major interest of our country has called for it. The battle for international empowerment, membership in international organizations, and the path towards Euro-Atlantic integration, requires full cooperation with amicable and allied countries, very important historically to every major process that Kosovo has gone through. As we crowned freedom with their help, we also hope to complete the process of integration into the European family and NATO membership with their aid. We are strongly on the side of our allies, so it is imperative that the countries of the Western Balkans that are democratic join NATO and the EU as soon as possible, as a preventive measure against the political, military and economic aggression of Russia and its proxies in the region. The dialogue process with Serbia has an epilogue, an epilogue that each of us has said, an epilogue that President Biden reconfirmed in his letter addressed to me as President of the country yesterday, and that is mutual recognition. Our territorial integrity, constitutionality, legal order and sovereignty are non-negotiable. Honourable members of parliament! Anniversaries like this one are a good opportunity to reflect on our long and painful but proud journey as well as the opportunity to, by working for ti each and every day, further develop our democratic life and strengthen our state for which so much has been sacrificed. Therefore, let’s work together tirelessly to develop and strengthen our state, the Republic of Kosovo. The more others work

President Osmani’s address at the parade of the Kosovo Security Force and the Kosovo Police held on the occasion of the 15th anniversary of the independence of the Republic of Kosovo
Dearly beloved citizens of our Republic, thank you for honoring Kosovo each and every day and raising the flag of our Republic higher every day. Honourable President of Albania, Honourable Vice President of Bulgaria, Honourable Speaker of the Assembly Konjufca, Honourable Prime Minister Kurti, Honourable KSF Commander, Honourable Ambassadors, Honourable members of the Kosovo Police, Honourable officers, non-commissioned officers and KSF soldiers, Ladies and gentlemen, We have gathered here today to celebrate another year of independence, another year of freedom, and another year of progress. On the 15th anniversary of the independence of our state, the Republic of Kosovo, we remember with deep respect the sacrifice of all those who fought bravely and fell heroically to ensure our freedom and make possible a democratic Kosovo where everyone is equal in front of the law. Not by chance, the troops of our army, the Security Force and the Kosovo Police will parade today in three emblematic squares, which summarize and intertwine a large part of our history. They will start from “Ibrahim Rugova” square, they will continue through “Mother Teresa” square, and they will return here to “Zahir Pajaziti” square, and after honoring the 15th anniversary of the state’s independence, their units will return to the barracks which bears the name of the icon of our liberation war, the legendary commander Adem Jashari. The girls and boys of our Army and Police, on this day of celebration, will march from the square that bears the name of the architect of the state of Kosovo, the founding father, the historic president Dr. Ibrahim Rugova, who is still watching us from right there, feeling confident and proud of the successes of our country. Our republic bears the seal of the sacrifice of three thousand KLA martyrs who were led by the legendary commander Adem Jashari. Freedom, independence and our country are his testaments and testaments of many generations we bow with respect before them! The army cadres, which parade today in front of us, together with the Kosovo Police, are the brightest part of our new history and the connection of two historical periods, which gave way to our freedom, state formation and state building. Just as our army, which proves itself and makes us proud each and every time, the Kosovo Police as well, which recently faced increased engagement due to the developments in the north of the country, has shown commitment and determination to maintain order and law, but above all for them, to maintain sovereignty in every corner of the Republic of Kosovo. These girls and boys are the descendants of the Kosovo Liberation Army, who regained and defended the dignity of our people. Therefore, thank you to each and every one of you! But today, today, a big thank you also goes to our friends, first of all, thank you to the United States of America, our eternal allies, thank you to all NATO member states as well as other amicable countries around the world, which by upholding our right to live freely, placed themselves on the right side of history. Our force is professional and ready at any time to protect the sovereignty and inviolability of the territory of our Republic, so today, together with you, honorable citizens, we will have the opportunity to say thank you to our army and our police during this parade. As a society and as a state we are indebted to our soldiers and our police and to their sacrifice. They are the epitome of selflessness and service. Our independence is not only freedom from captivity but also our daily engagement towards a society based on justice, equality and prosperity for all citizens without distinction. Therefore, let’s work together to build a brighter future for our country and for the generations to come. The period that our country is going through, at this time of global challenges and threats, increases the need for us to unite in one front, for the good of the Republic. Because only when we are together are we successful. Our republic is sacred and we must treat and protect it as such. The Republic of Kosovo is eternal, as will be our efforts to strengthen it and continue to feel proud of the state, which is our interest above any other interest. God bless our Army and Police!
