In moments when you have achieved in the leadership of Kosovo, I send you my congratulations and warmest wishes to succeed in the exercise of your high mission.
Since its independence three years ago, Kosovo has made significant reforms. However, others have yet to be made and in particular to consolidate institutions, rule of law, and favour the integration of minorities. Significant challenges must be passed, in the economic and social field as well as on relations with Serbia. This is the objective of the engaged dialogue between Pristina and Belgrade.
I salute your willingness to give political impulsions to realize reforms and to accept challenges. These are the stages necessary for the continuation of European integration of Kosovo, which has completely bent to join our Union, like any other member.
In this path, to realize this ambition, you can count on the assistance of France, as you calculated its support to recognize and to reinforce your new State.
I ask you to believe, Madam President, the security of my very high consideration.
