Honorable Speaker of the Assembly of the Republic of Kosovo, Mr. Konjufca,

Honorable Prime Minister Kurti and the government cabinet,

Honorable Members of the Assembly,

Honorable Ambassadors, Representatives of Security Institutions,

Honorable Guests,

Dear Citizens of our Republic,

I am addressing you for the fourth consecutive year from the rostrum of this Assembly, in the role of Head of State, in which capacity I am committed to representing the citizens with dignity and will always remain committed to ensuring that we always emerge from this journey victorious.

Representing my country, in addition to it being the greatest honor of my life, is also the embodiment of the trust of the citizens, reminding us day after day of the responsibility we have not to exalt ourselves, but to exalt the state! We are here with a mission to lead our country forward, to strengthen our statehood more and more, to increase alliances and to be the eyes and the ears, and act as support to every citizen of ours.

The moment when we can say that we have truly succeeded is the moment when our citizens will say: We are proud of our country for the values ​​it represents, as well as for the opportunities and inclusiveness it offers—and not because of any person or political group. This is the greatest honor we can bestow to our Kosovo.

Traversing the path that led to the state we enjoy today has not been easy at all. Our people have lost even the most precious, including children in their cradles, so that today we can breathe freely. The combination of the vision of the Ibrahim Rugova – Adem Jashari binome, through the KLA liberation war on the one hand, and the building of the state by strengthening alliances on the other, made the foundations of our state strong, very strong, so strong that no force and no challenge can ever destroy them.

Today, as always, we honor the vision of the founding father of our Republic, President Ibrahim Rugova, and we bow before the sacrifice and unparalleled courage of the legendary Commander Adem Jashari, the Jashari family, and each member of the Kosovo Liberation Army. The values ​​of truth, justice, and human dignity lie at the foundations of our state, and therefore remain central and determinative to our future.

This does not mean, however, that there will not be continuous attacks on the pillars of our state. But we must always stand united in defence of these pillars, which have also inspired our constitution, which today stands as the most modern and advanced constitution in Europe in terms of freedoms and human rights, and in particular the rights of non-majority communities.

Therefore, today, more than ever, we need what is known as constitutional patriotism, which goes beyond political divisions and returns to the foundation of our statehood. It is this kind of patriotism that unites us, not because we always share the same thoughts, but because we believe in a future built on the values ​​and principles that unite us and because our people have always known how to unite in defense of a homeland built with so much sacrifice.

At the core of constitutional patriotism is the belief that our constitution is more than just a legal document—it is a social contract that embodies our high aiming ideals and aspirations. It guarantees freedom, justice, and equality before the law for all citizens, regardless of their differences. These principles are not only legal obligations, but also acts of patriotism that strengthen the foundations of our state.

In these turbulent times for the whole world, when fragmentation and discord are becoming increasingly evident, our loyalty to the principles of our constitution is what should unite us. This form of patriotism transforms individual obligation into a civic duty, in the function of protection of our democratic order, in the function of protection of every inch of our Republic.

Today, security is an essential prerequisite for increased well-being, economic development, and individual and collective dignity.

In this journey, what best demonstrates the development and maturity of our state is the moment when we ensure that our policies reflect what is right, not what is politically convenient, what is right, not what sounds good, what is in the long-term national interest, not in the interest of the votes of a single party, what elevates our state, not just the numbers in the polls. A far-sighted vision is what has always distinguished true leaders, not only in Kosovo, but everywhere in the world.

Honourable citizens,

As a foreign policy leader, throughout this year I have worked to exalt the name of Kosovo and make it heard where it has never been heard before. I have worked to expand alliances and partnerships with countries near and far. I have engaged in demonstrating that Kosovo is the best example of what happens when democracies stand united.

Throughout the months of this year, as I have done every day since the first day of my mandate, I have worked diligently towards strengthening our statehood, preserving peace and stability, strengthening alliances and striving to strengthen Kosovo’s position in the international arena. Our state, although young, has made important steps on the global stage, defined by strategic alliances and an unwavering commitment to universal rights and democratic values.

Our relations with the United States of America, as well as with other partners in Europe and beyond, reaffirm our role as a proactive force for peace and development in our region and beyond.

Our active participation in international summits and forums has increasingly strengthened Kosovo’s voice on the international stage. For the first time in history, Kosovo has been invited to summits and organizations of which it is not a member, such as the NATO summit in the United States of America, but also other international organizations where we proved that the importance of a state is not simply determined by its geographical size or economy, but above all by our narrative, the examples we set and the values ​​we defend.

Our foreign policy actions have also extended to other continents, regions, and countries beyond Europe and the United States, including Africa, Asia, the Middle East, and Latin America. This outreach is more than symbolic, as it represents our aspiration for comprehensive cooperation that transcends borders or geographical distances.

So far in 2024, I have conducted dozens of international visits and hundreds of meetings with leaders and stakeholders from around the world. And these visits and communications in the interest of Kosovo will continue for the rest of the year and beyond throughout my political engagement. Each visit has opened new chapters of cooperation in areas ranging from security to economic development. In particular, our proactive foreign policy has addressed Serbia’s malicious interpretations and actions regarding what Kosovo really is and what it represents. The answer has always been one and the same: A free, independent, sovereign, and democratic Kosovo is an irreversible reality!

Through dialogue with these world leaders, we have not only reaffirmed Kosovo’s independence, but we have also fostered deeper partnerships, based on shared interests, always to the benefit of the citizens, and never to ourselves or other individuals. The result of this work is often not immediately visible, but the open doors, the partnership for the benefit of addressing common challenges, regular contacts and active presence in the four corners of the world are clear evidence that we are on the right track.

Never in the history of the Presidency since independence has the Presidency of the Republic of Kosovo had its doors more open than during this mandate. The facts speak for themselves.

No nation has succeeded alone and no state has succeeded in isolation. Therefore, the importance of preserving and strengthening alliances is invaluable. Political history teaches us that weakening alliances or partnerships is a strategic mistake. Working together with those who helped us achieve the freedom of the state is never submission or blackmail. I firmly believe that our greatest strength lies precisely in our partnerships. Alliances between states are bigger and more important than any of us as a politician or any electoral party. They are the cornerstone of our successes and an investment in a future where Kosovo will be an equal member of the Euro-Atlantic community of free nations. Alliances are here to protect us, therefore putting them at risk, gambling with them or violating them, violates the very defense of our Republic. Look at the statements of the leaders of the world’s superpowers: you will see hundreds of statements and speeches about how they are committed to overcoming every challenge together with allies because they cannot do it alone. That is why I have never understood or had appreciation for neither the mockery that is made at the expense of allies, nor the attacks against them, or the misuse of their name to gain power. Neither one nor the other does Kosovo honor. On the contrary, it takes a lot of work and a lot of commitment to maintain alliances and partnerships based on principles and values. Only this path can advance Kosovo’s interests.
As we look ahead, there are several issues that require special attention and engagement of everyone, without distinction, during 2025. Membership in the Council of Europe, advancing Kosovo’s application for EU membership, and the commencement of the NATO membership process should be the successes of 2025. Therefore, every step of Kosovo’s institutions to achieve these three goals in the coming year must be strategically thought out and well coordinated.

Although challenges continue, we approach this path with perseverance and dedication, and above all with a clear strategic orientation based on the will of our citizens.

No matter how complex the journey is, we will never give up on our path towards the EU, NATO, and other international organizations.

Dear citizens,

While in the 1990s we were the ones who needed the attention and support of others, today there are still Albanians in the region who face difficulties and human rights violations. In Preshevë, Medvegjë and Bujanoc, ethnic cleansing through the passivation of addresses, a violation confirmed by the European Parliament, the US Department of State, etc., has already received the stamp of the completely politicized courts of Serbia, which are maintaining discrimination. Unfortunately, the international reaction to these violations is lacking, despite the flagrant violations of the rights of Albanians in Serbia. Actions are also lacking in relation to Serbia in terms of taking responsibility for these violations. At the same time, we see numerous concerns among Albanians in North Macedonia, regarding the rights acquired with the Ohrid Agreement, and I want to assure everyone that we will do our best to ensure that no step is taken back, but only forward. Albanians are a constitutive people in North Macedonia with a decisive contribution to the democratization and Euro-Atlantic integration of the country, therefore any attempt to undermine their rights will be met with determined opposition and unwavering unity from Albanians everywhere. In this regard, continued coordination between Kosovo and Albania, in particular on foreign policy and security issues but above all to protect the rights of Albanians throughout the region and wherever they live, is crucial to our success and to moving forward towards the Euro-Atlantic family, where we belong and where we deserve to be.

Dear citizens,

As Supreme Commander of the Kosovo Security Force, I am convinced that a strengthened KSF is a strong Kosovo. The army is one of the greatest successes and prides of our country. As heirs of the Kosovo Liberation Army, KSF soldiers have known how to represent the country with honor, always showing unparalleled professionalism, which undoubtedly makes them worthy of being part of NATO member armies even today.

In accordance with the state vision for integration into the largest, most successful military alliance, namely NATO, I am committed to strengthening cooperation and close coordination with our partners, led by the USA, for the quickest possible membership of the Republic of Kosovo in NATO, as well as for full coordination with the NATO leadership and the member states of the alliance for the protection of Kosovo from any possible danger.

And while our army is being supplied with modern weapons every day, which is one of the most important investments of recent years and is strengthening the capacities to defend the country from any danger, we must not forget that the greatest capacity and wealth that Kosovo has, and consequently our army, are precisely the people within it. Therefore, the economic and social well-being of our soldiers, their motivation and support for their professional advancement must also become a priority, because it is no coincidence that in the army we never talk only about recruitment, but rather about the concept of recruiting and retaining those who have been recruited within the army, so that an army can reach its full operational capacities.

Therefore, I have consistently supported the demands that our soldiers be covered for risk allowances, allowances for overtime work, per diems for training that last over a month and other support programs that would ensure that the best and most qualified people continue to advance within the KSF. Armament is extremely important and key to strengthening of our state, but it makes sense only when behind the weapon stands a motivated and supported soldier. In this spirit, our daily engagements should be towards achieving this goal that is thoroughly in the interest of our state. Therefore, honorable MP’s, you can take the first step today. The practice of the Assembly allows you, through the avoidance procedure, to submit amendments even during the session. Take advantage of this opportunity to propose that the KSF budget be increased by the appropriate amount so that our soldiers have the risk allowances, those for overtime, as well as salaries for training over a month. This would be an extraordinary contribution to strengthening of our army and good news at the end of the year for everyone who serves the homeland today. Alternatively, this issue should be considered at the first moment of reviewing the budget.

The efficiency and effectiveness of the KSF’s operations, in addition to the sense of duty and responsibility towards the constitution and the homeland, is closely related to the level of social and economic well-being of them and their families.

Therefore, I have proposed the state program for supporting the KSF in 8 already published points, which in addition to the allowances that I have already mentioned also includes health insurance for the army, the issue of housing for military personnel and their families, the functionalization of the Military Hospital, improving the quality of food, the creation of a credit fund and other issues that, when fulfilled, will strongly influence the building of an even more professional, even more motivated, even stronger KSF.

Dear citizens,

The efforts of Serbia and of its supporters at the Kremlin to undermine the internal stability and international position of Kosovo are increasing. And so is our commitment and mobilization to prevent them.

September 24th 2023, the fatal morning in Banjskë due to Serbia’s act of aggression, was the clearest evidence of this. That morning, our hero, Afrim Bunjaku and his comrades, showed Serbia and all ill-wishers that Kosovo has no mercy and that the defense of our state is our eternal oath. Still, 424 days later, there is no accountability or justice from Serbia.

Serbia continues to undermine the efforts of other countries in the region for lasting peace, security and stability in the region, serving the agenda of Putin’s Russia, with the most perfidious forms of hybrid warfare, in maintaining constant tensions, aiming at the destruction of neighboring countries.

The Republic of Kosovo and its citizens stand and will stand strong on the values ​​of freedom, peace, democracy, while our local security and defense institutions are maximally committed to, in full cooperation with our security allies, protecting territorial integrity and state sovereignty, as well as ensuring the implementation of the constitution and laws and protecting the lives, property, freedoms and rights of all citizens without distinction.

The dialogue with Serbia, led by the European Union. Unfortunately, it has been completely unbalanced with an unfair treatment of Kosovo, and a continuous accommodation of Serbia. The fact that at the dialogue table today, the state that committed aggression against Kosovo, namely Serbia, is not under the measures, while the victim of this aggression, namely Kosovo, is under the measures, is the clearest evidence of this lack of balance. Therefore, it is necessary for a reflection on this approach by all those who truly want long-term peace and stability in our region. But, this does not mean that we should not also reflect on the path so far and think about how we can do things even better. I must emphasize with regret that the proposals that I have often made for the improvement of this process, I have been faced with a series of disinformation and base attacks that are unbecoming of anyone in Kosovo. To be even clearer, when I proposed that the draft of the association be discussed, discussed with the United States of America, so that this issue would not be left in the hands of either Lajcak or others who do not believe in Kosovo’s independence, this never meant that I requested the establishment of the association. But, it meant that I trusted ourselves and US more than some bureaucrats from non-recognizing states. I believed that a draft statute that protects the constitution, that protects sovereignty, that protects borders and that protects the functionality of the state is much better drafted by us ourselves, who have received a mandate to protect Kosovo, than by some foreign experts who have never believed in the project of an independent, sovereign and free Kosovo. Unfortunately, this proposal of mine was then struck in the lowest manner with all kinds of slander, that I had sold out the interests of the country. And where are we today? We are at the exact moment where the same is being requested, that is, for us to draft the draft. But, as is known, the right decisions must also be made at the right time. The same is happening these days with all kinds of unbefitting slander, that the President allegedly requested the unilateral signing of the agreement. This is a lie!

What I have said is very clear:

1. That the implementation of the agreement only makes sense if it is implemented by both parties, and when one withdraws according to international law, the other has no legal obligation to implement it;

2. Alternatively, as the President of the country, I believe that if it is finally seen that Serbia will not implement its part of the agreement, which I am convinced that even if they sign it, they will not implement it, as evidenced by over 40 other agreements that they have signed and never implemented, then I believe that we should discuss with our allies the implementation of our part, only in exchange for the signed international guarantees, which include membership in NATO and other international organizations, security guarantees through bilateral security agreements, as well as support for new recognitions. To put it very bluntly, what I have said is that: More than the signature of the President of Serbia, the signature of the US President matters. I hope I am clear enough.

Dear citizens,

Of all the responsibilities that fall upon me in the role of the President, the one that honors me the most and that always holds me accountable is representing you, your interests and aspirations.

Since the beginning of my mandate, I have engaged in presenting a positive image, a fair and deserved image of Kosovo. Our country is much more than the developments related to the dialogue with Serbia. Above all, it is the young girls and boys who are the bearers of extraordinary successes and projects and initiatives that deserve to be recognized by the whole world. But, above all, I have continuously worked for the empowerment of women, their greater involvement in public and political life and their voices being heard in various arenas.

I have been particularly dedicated to strengthening the voices of survivors of sexual violence during the war – voices that were for a time left in the shadows. Their stories are stories of pain and courage, stories of suffering that demand recognition and justice. By sharing their stories around the world, I have emphasized that peace and progress are incomplete without addressing the traumas that remain legacies of the past.

From the United Nations Security Council to the European Parliament, I have presented the pain but also the extraordinary example and strength of the survivors of the recent war in Kosovo. These moments remind the world that the survivors of Serbian wartime crimes are not just statistics or forgotten tragedies, but are women, children, the elderly, they are faces, lives, whose stories demand to be told and whose dignity must be protected, fighting for justice and holding perpetrators accountable.

Efforts to create a safer, more peaceful and more prosperous environment for women and girls have intensified with the regular commitment to fulfilling the objectives of the Agenda for Women, Peace and Security. These achievements are a testament to our collective commitment, dedication and unwavering belief that women’s empowerment is essential for sustainable peace and security.

This year, in the heart of Europe, in the country that has overcome the pain of war and transformed pain into hope, we organized the second edition of the International Forum on Women, Peace and Security. With this Forum, Kosovo not only brought the eyes of the world to us, but is helping to create a new spirit for the empowerment of women and girls around the world. Over 2,000 participants and more than 100 speakers from over 40 countries around the world gathered in Pristina focused on making global solutions for women and girls and their inclusion in peace and security processes.

As a result of this engagement, Kosovo has been selected by the Office of the US Secretary of State as the only country in Europe, and one of three countries worldwide, to open a center of excellence for Women, Peace and Security. This is a clear testament to Kosovo’s empowerment and its engagements to advance gender equality and national security. In addition, throughout the year, as always, my continued engagement has been to closely cooperate and provide support to all institutions of the Republic of Kosovo, as long as their functioning is in accordance with the Constitution and the interests of citizens.

Let us continue to move forward with determination and inspire each other to build a better future. Kosovo has proven that it is ready to take responsibility and play a leading role in the global agenda. Together, we can continue to open new chapters that contribute to building peace and stability, focused on equality and inclusiveness.
Honorable Members of Parliament, Honorable Citizens, Honorable Guests

I firmly believe that the fates of states and nations are closely linked to the vision of their leaders. What always makes me proud of Kosovo is that, from the time of President Rugova until today, despite many political divisions, we have remained united around one goal: the vision of a free, independent Kosovo, fully integrated into the Euro-Atlantic family.

This is our unquestionable orientation, clearly confirmed by the results of surveys from the most prestigious institutes, both international and local. 97% of our citizens believe in Kosovo’s Euro-Atlantic future. Therefore, our direction is clear: we must work hard to reach this destination as soon as possible.

As the year 2024 draws to a close, I have unwavering hope for our future.

This past year has been challenging, but it has demonstrated our persistence in our ambitions for a more developed, internationally affirmed Kosovo, protected throughout its territory, and more worthy to each and every citizen.

I hope that the new year brings a greater spirit of cooperation, greater mutual understanding, and above all, an unwavering commitment to our Kosovo, our eternal homeland!

Honorable Members of Parliament, your work in the Assembly is the foundation on which our democracy is built. Your dedication to representing citizens, debating ideas, and drafting laws will guide your work going forward.

Kosovo will hold regular parliamentary elections for the first time since independence, and we expect them to be, as always, free, transparent, and with integrity. But we must not stop there. We must aim to take steps to further strengthen our electoral democracy. That is why I have invited the European Union observation mission to specifically engage in monitoring the respect for gender equality and the rights of persons with special needs in this electoral process. I call on all participants in this electoral process to uphold the highest standards of democracy, to advance the participation of women in this process with the aim of achieving full gender equality, to jointly combat disinformation and propaganda, which aim not only to weaken democracy, but also to weaken our state. Above all, let us never forget that in politics we are there for the citizens.

Citizens are the heart of this state, including our diaspora, who make an irreplaceable contribution. The perseverance of our citizens, their hard work and their hope for a better future are what pushes us forward.

Therefore, may 2025 be a year marked by unity and achievement for our Republic, where we continue to write the history of Kosovo with pride and hope.
