The President of the Republic of Kosovo, Justina Shiroka Pula, has reached the decision to return the Law on Amending and Supplementing the Law on the Specialist Chambers and the Specialist Prosecutor’s Office to the Assembly of the Republic of Kosovo for reconsideration.
Earlier today, Madam President received a formal proposal from the Parliamentary Group of the Democratic Party of Kosovo—the sponsor of the legislation—requesting that the Assembly be given the opportunity to reconsider the law. This concerns, in particular, provisions related to the jurisdiction and mandate of the Specialist Chambers, as well as the full guarantee of the constitutional rights of individuals standing trial before these Chambers.
In the reasoning for her decision, President Shiroka Pula highlighted the sacrifice, commitment, and contribution of the Kosovo Liberation Army and its leaders during the struggle for Kosovo’s freedom and independence. She also reaffirmed her support for the Declaration issued by the Assembly of the Republic of Kosovo on September 28, 2026, regarding the judgment delivered by the Specialist Chambers in The Hague concerning Hashim Thaçi, Kadri Veseli, Jakup Krasniqi, and Rexhep Selimi. Madam President has reiterated her opposition to any attempt to distort the historical truth of Kosovo, to cast doubt on the liberationist nature of the war, or to equate the people who fought for freedom and survival with the regime that oppressed them.
In the reasoning behind her decision, Madam President stated that she has held—and continues to hold—consultations with representatives of relevant state institutions and entities. The objective is to coordinate inter-institutional and diplomatic efforts aimed at documenting, defending, and promoting the historical truth of Kosovo’s Liberation War and the role of the Kosovo Liberation Army, as well as ensuring the most effective protection of the rights and interests of its leaders currently standing trial before the Specialized Chambers.
