President Jahjaga’s speech on the occasion of the “Crime Victims’ Rights Week”

For more than a decade, the institutions of Kosovo, in cooperation with the international institutions and civil society, have established a legal and institutional framework and have contributed towards the raising of the awareness of the society to become more supportive of crime victims.

Honourable Justice Minister Mr Kuçi,
Honourable Chief State Prosecutor Mr Kabashi,
Honourable representatives of the institutions of Kosovo,
Honourable Ambassadors and representatives of the diplomatic missions accredited in Kosovo, EULEX and KFOR representatives,
Honourable victims and their representatives,
Honourable attendees,

For more than a decade, the institutions of Kosovo, in cooperation with the international institutions and civil society, have established a legal and institutional framework and have contributed towards the raising of the awareness of the society to become more supportive of crime victims.

This week, dedicated to the crime victims, shows our institutional will and dedication to support and protect the most sensitive and mostly endangered part of the society-the victims of various types of violence.

A considerable number of victims are still in need of our continuous support and response in Kosovo today. Children, the elderly, people with disabilities, are still exposed to various types of crime and victimisation. Women and children are in greater numbers the victims of domestic violence.

Need to correct this hideous  phenomenon was also the subject of the International Women’s Summit held at the beginning of this month  in Prishtina under the patronage of the Office of the President of the Republic of Kosovo.

At this summit, all the institutions of Kosovo as well as our international partners reconfirmed the “Prishtina Principles” document stating that: “… Equal access of women in all the processes, especially ones of security and justice, is essential. Women cannot advance in social, economic and political spheres unless their needs have been addressed, if their security is compromised or if their dignity is not respected”.

Through various victim help and support programmes we are dedicated to strengthen the survivors of various types of crime and to enable them to continue their lives as independently as they can, feeling protected and with dignity. As institutions, in cooperation with the civil society, we have pledged to create long term programmes for education, employment and discernment of women regarding their rights in order to enable those who have suffered through crime to return as active members and contribute towards changes in society.

At the same time, through the principles of the International Women’s Summit we have requested that the legal status of rape victims is recognised.

Honourable participants,

During this week of support for crime victims, we stand together to provide an impetus to the attempts and engagements of people who stand by the victims of various crimes, having at all times in our minds our institutional obligation to support and protect all those who have become victims of crime and violence, to re-socialise them and to return them where they belong, in our midst.

I congratulate the Chief state Prosecutor for this important initiative and I assure you of my continuous support in building of a Kosovo where all the citizens can live in safety.
