The Acting President of the Republic of Kosovo, Albulena Haxhiu, at today’s press conference stated that on July 8th, one month after the early elections of June 7th, the Central Election Commission certified the final results of the elections.<\/p>\n
On this occasion, Acting President Haxhiu expressed her gratitude to the Central Election Commission, the CEC staff, and the institutions engaged in provision of smooth proceedings of a regular process, in order for the elections to be held in a democratic and peaceful manner, confirming once again the maturity of our democracy.<\/p>\n
\u201cFollowing the certification of the results, the Constitution of the Republic of Kosovo clearly stipulates that the President shall convene the constitutive session of the Assembly within a period of 30 days. Likewise, the Judgment of the Constitutional Court has clearly clarified that only after the constitution of the Assembly do the constitutional deadlines related to the procedure for electing the President of the Republic of Kosovo begin to run, and as you know, they consist of 60 days,\u201d said Acting President Haxhiu.<\/p>\n
Precisely because of this constitutional connection between the constitution of the Assembly and the procedure for the election of the President, Acting President Haxhiu said that she has carefully evaluated every step that has been taken during these weeks.<\/p>\n
\u201cI have welcomed the meeting invitations by the Prime Minister and the leader of the VET\u00cbVENDOSJE! Movement, Albin Kurti, and have closely followed the efforts in reaching of an agreement. Given that there is still no political agreement on the issue of the President, I have decided to use the deadline allowed by the Constitution to create the necessary space for dialogue and consensus building for political parties\u201d, said Acting President Haxhiu.<\/p>\n
She further announced that the constitutive session of the Assembly of the Republic of Kosovo will be held on August 6.<\/p>\n
\u201cTherefore, today I announce to you that the constitutive session of the Assembly of the Republic of Kosovo will be held on August 6, at 10:00. Until then, it remains the political and institutional obligation of the parliamentary entities to continue the dialogue. No one should see the dialogue between them as a sign of weakness, but as evidence of democratic responsibility\u201d, emphasized Acting President Haxhiu.<\/p>\n
She further said that in a parliamentary democracy, the responsibility for building institutions is not the exclusive domain of one person, but belongs to all, adding that the agreement requires willingness and seriousness from all parties.<\/p>\n
According to Acting President Haxhiu, the parties should express a willingness for dialogue and should respond to calls and offers with the highest responsibility.<\/p>\n
She further said that dialogue cannot be a one-way process and neither can responsibility be one-sided.<\/p>\n
\u201cTherefore, I call for intensified communication in the coming days, for political maturity to be demonstrated because citizens expect solutions from all of us. They expect functional institutions and expect state responsibility to be placed above political differences. So, citizens expect solutions and not elections. Of course, I am aware of the internal challenges faced by political entities, but we must also be clear about the constitutional deadlines on the other hand that they do not expect. Citizens have voted for institutions to be created, made functional and for us to work for them\u201d, said Acting President Haxhiu.<\/p>\n
She further said that the will of citizens must be manifested in new and legitimate institutions and that the Republic of Kosovo cannot remain hostage to resentment or blockades.<\/p>\n
“Avoiding a prolonged institutional blockade is therefore everyone’s responsibility.
