The President: On September 26-30, 1991, Kosovo expressed with a referendum the political will of its citizens for an independent state

The President of the country said that on September 26-30, 1991, Kosovo expressed with a referendum the political will of its citizens for an independent state in a unique organization in the circumstances of the time, reconfirming the irrevocable will of its citizens for freedom and democracy, expressed previously in the Declaration of July 2nd and legally codified in the Kaçanik Constitution.

“The referendum laid the first foundations of the state of Kosovo. It was a plebiscite declaration not only for the independence of the country but also for defining Kosovo as a representative democracy.  It sealed the desire of the country's citizens to live independently and paved the way for unstoppable processes towards the revival of the state, under the leadership of its historical leader, President Rugova,” said President Osmani.

On September 26-30th, 1991, Kosovo expressed with a referendum the political will of its citizens for an independent state, in an unprecedented organization for the circumstances of the time, reconfirming the irrevocable will of its citizens for freedom and democracy, previously expressed in The declaration of July 2 and legally codified in the Constitution of Kaçanik.

The referendum laid the first foundations of the state of Kosovo. On this anniversary, we proudly remember all those who organized or responded to the call for a referendum. They made sure that the genesis of the new state bears the stamp of the free-willed declaration of its citizens. Their will was decisive for the future of our country.
