The President of the Republic of Kosovo, Madam Atifete Jahjaga, established the National Council for European Integration with a decree signed on 27 March 2012. The National Council for European Integration is an institutional coordinating mechanism led by the President of the Republic of Kosovo. In accordance with the Constitution and the laws of the Republic of Kosovo, the Council coordinates the building of institutional and social consensus and recommends concrete actions in the process of European integration.

On 07 October 2013, the National Council for European Integration adopted the National Strategy for European Integration, "Kosovo 2020: A participatory approach." The process of drafting the Strategy was initiated in the inaugural meeting of the National Council, in March 2012. The Council recommended the establishment of a Task Force with the purpose of drafting the National Strategy while further developing consensus with all Kosovar society actors involved in this process. The development of the strategy was supported by all institutions, political parties, civil society, academia and business community.
