President Thaçi participated in the debate with the topic: “Public perception of the Special Court of Kosovo: Risks and Opportunities”

Prishtina, October 09 – The President of the Republic of Kosovo, Hashim Thaçi, participated today in the debate on “Public perception of the Special Court of Kosovo: Risks and Opportunities”, organized by NGOs, Integra, CPT, PAX.

On this occasion, President Thaçi said that as the research findings show, there are misinformation, unrealistic expectations, deliberate disinformation about what is and what the Special Court will bring.

“In such circumstances, the Special Court may fail to do what it intends, to strengthen the sense of justice for war victims, but also for all those who are engaged and continue to engage in justice and equality before the law for everyone”, he added.

The President in this debate said that nearly two decades have passed since the war ended in Kosovo, but many wounds from the war remain open.

He recalled the concerns of the families with missing persons, who have not found rest yet, recalled the victims of sexual violence who have just now accepted to be recognized as victims and their sufferings to be understood.

According to him, this also applies to the families of the victims who have not yet received justice for the sufferings caused to them. The President said that there are five mechanisms that have been operating in Kosovo for two decades with international executive mandate, five justice mechanisms.

“UNMIK’s justice or the courts of UNMIK, that of EULEX, the Hague Tribunal, EULEX and now the Special Court. Something that makes Kosovo particular in the Western Balkans, from the countries that have been involved in war, from Croatia, Bosnia, and from the promoter, inspirer and perpetrator of all these actions, the state of Serbia”, he said.

The President has stressed that despite all the efforts still there is the feeling that not enough justice has been done. According to him, unrealistic expectations for the Special Court may weaken its efforts as you point out in your findings.

“Consequently, this will weaken the confidence in the entire Kosovo justice system and the international one”, he said.

However, President Thaçi has said that the Special Court is not a disadvantage, but it is an advantage for Kosovo.

“It is often said that there is a black cloud over Kosovo that we must remove. To be clear, that black cloud has been created by Serbia, and no one better than the Kosovars can remove that black cloud. So, the Special Court is an opportunity to strengthen the sense of justice in Kosovo, and reiterate the sense of justice”, he said.

The President said that the war of the Kosovo Liberation Army has been fair and legitimate. He said that the goal of Kosovo’s institutions should be to work all together, Albanians, Serbs, all institutions, civil society, media, etc.

To give support to all justice, to work in order that this issue will help in the full normalization of relations between the state of Kosovo and Serbia, but also to influence that the triumph of the initiated process of the Truth and Interethnic Reconciliation Commission in the Republic of Kosovo to occur as soon as possible, he added.
